Bombing the capital you occupy

Something is terribly wrong and immoral, when you bomb the capital of the country you occupy. The US apparently using artillery and warplanes on south Baghdad.

Well at least they will have a reasonably good idea where the mombs, mortars drop and so therefore should be able to coutn the dead with some accuracy.
